toilet

my 40 year old toilet flushes ok with just water but when someone poops it needs the help of a plunger to go down. Idon't think anything is stuck but when I put my hand into trap as far as it goes the china part ends and I feel something like concrete lining the opening. Is this some sort of deposit. Do I need roto rooter or some chemical? Is it time for a new toilet? another question I would like to replace my hot water baseboard heat covers. Are they still available? Is it a big job? Will I need to replace fins too? Thanks guys for your help. Oma
