Air vent

Very simple question here...do the air vents have to be right-side up, or is upside-down acceptable?
After tightening this new vent, it was upside-down and I'm also not getting any steam/heat from that radiator, although it's the nearest to the boiler room?!?!

Vent must be UP.
The vent must be up because air wants to sit at the high point. The vent down defeats the purpose.
