steam problem

A building I am working on had a 2 pipe steam radiator with no heat. When I loosened the nut on the union to the radiator steam trap, the condensate line emitted air for a long time. Then the radiator heated up. The following apply:
-The steam is supplied from the utility co. The condensate drains by gravity to a condensate tank, where it is vented and is pumped to a drain.
-Although the return lines are old, they are clean inside.
-The return line has dips and is not pitched uniform to the condensate tank, which is far away.
-Should I install an air vent on the return line? Do vents belong on 2 pipe systems?
