whats the correct way to bleed hot water and steam systems with the boiler running or off?

i find it best to bleed a hot water system with the system off and at a minuimim of 140 degrees on steam you dont bleed the system you flush the low water cutoff with the burner running in order to make sure the low water cut off is working properly i e shutting off the burner on low water
