Radiant system design

I own a 65 year old frame house that currently has a gas cast iron boiler with radiators. I want to convert to a combination of plex (Floor Joist method) and baseboard rads. I want to heat three levels; basement 950 sqr. ft(baseboards), main level 950 sqr. ft (radiant floor heat) and the 2nd level 800 sqr ft.(base boards)
Boiler specs:
Weil Mclain
Model CGM-6
D.O.E H.T.G. Capacity 138,000 lb/hr
Min releif valve cap 138 lb/hr
Questions: 1. Can I use my existing boiler?
2. Can I use a cobination of pex and base rads?
3. Can you provide me with any design recomendations?

Yes and yes. Who is doing the work. This should be done by an experienced radiant contractor. Then if it needs adjustment you have someone to call. IMHO0
