Problem with central air condition duck work

Home is 15 years old, with central air condition duck work in the attic and a separate force hot water heating system with baseboard. During the summer or cooling season it doesn’t appear to be a problem. On the other hand at the beginning or during the heating season for same reason it appears that heat from the heated rooms it escapes into the duck work and it condensates and eventually it starts to drip back in the rooms throw the registers as we speak some of the duck work insulation is saturated and frozen solid. Over the years I have tried with the registers open or closed with no noticeable differences.
Please Help or suggest other places for help!

    First of all........

    It's DUCT work, not quack quack. Close the register in the bathroom and kitchen, the condensation is obviously caused by humidity. You can also install an HRV, heat recovery ventilation system. The house sounds to be new construction and very tight..........am I right? Let me know and we'll take it from there,
