Why does one boiler have a low water situation?

We are experiencing a low water situation on a hot water water tube packaged boiler. It's a new system. There are 5 boiler's on line and each has approx. capacity of 1.5 million btu's.
What is the best trouble shooting method? The system has been on line since Sept. 02 and this appears to be a recent
development. None of the other's show a problem. All seem to blow fuses. This one is next to the cold air intake and
it can get cold up here. There was also water from the air intake dripping on the floor. This seems to have been temporary though. This intake is the piping attached to the boiler's. Not the fresh intake for the room.

are all boilers tied together due they all serve the same baseboard and or rads? can you isolate the one boiler? is the pressure reducing valve open or closed?
