Steam Radiaror problem

Installed replacement steam radiator on a one pipe system.
Replacement was sized to the existing radiation, with the
sq foot of steam very close to the older model.
There are two radiators that have water in them and they
percolate and gurgle loudly. The vents are good as well as
the pitch. The customer said the old system did not have
this problem.
Any Suggestions ?

where are these gurgling rads in relationship to boiler?could pipes be saging?

could the pressure be to high? i know this is impossible but could the tappings on the new rads be slightly lower than the originals? could the pipes have saged? maybe tilt the rads somemore after emptying water out?
