Dow suggest 8.0-10.0 New Dowfrost HD properly blended with good water at 50% will read 9.0-10.7 A ph tester or narrow range ph paper can be used to test.
Some manufactures recommend replacing the fluid if it falls below 7 ph. Personally if it hasn't been "cooked" (you'll know by the smell and color!) you can buy a boost product to bring it back up.
In the 6's or lower I would definitely flush, clean, and replace the fluid.
The ph is the indicator for the condition of the inhibitors, watch it closely. Yearly if possible on residential systems.
