Bubbling radiator

i have a large cast iron steam radiator on the second floor that makes a bubbling sound when it gets hot. It seams as if the condensate is held inside. The radiator is properly pitched and I changed the valve and air vent. When I turn off the system, the water drips down the return. The first floor has five radiators and the second floor has 2 radiators and three baseboards that were just installed. The no other radiators have this problem except a small radiator in an adjacent room that does the same thing but it only lasts for a couple of minutes until the water drips down the return. Do you think something could be restricting the return line in that part of the house? I'd appreciate any suggestions or solutions.
