Water Heater or Boiler

On another forum someone asked a question I had'nt thought of before. He was an electrician and his inspector was requiring him to install a shutoff switch by the door for a large gas fired water heater(he called it a boiler).The electrician said he had done it many times for the boilers but not for water heaters. He wanted to know when does a water heater become a boiler? What say ye?

The fire marshal calls for an annual "boiler inspection" on everything over 199,000btu's. Whether it has a tank or not.
