Vacuum equalizer

Dan, Cardinal Hayes has a 2-pipe steam heating system which has problems. I've noticed that in the original 1941 blueprints that the "Dead Men" had vacuum equalizer lines connecting from the main header to the old Skidmore pumps. Two new Mepco vacuum return pumps (VRD2020C-5 & VRD6520C-5) were installed last summer but the vacuum equalizer lines were not. My questions are...
1. What are the purpose of these lines?
2. Should I have them connected to the vacuum pumps?
