Oil tank shut off

in THE MAIN WALL
on commercial building with 1" line between bulk tank and boiler room feed tank. The customer has had troubles with solonoid valves leaking through and wants to go to a ball valve with actuator. #1 fuel oil in the tank has "debris" in it and they are looking into some type of strainer. Has anyone come across an application like this and what did you use.
