stuck shut off valve

We bought a 100-year-old house a last spring. We checked that the new hot water furnace worked but we did not check that each radiator could be turned off. Some rooms - especially on the second floor, get too warm. We want to turn those radiators off but some off the shut off valves are stuck. We tried WD-40, wrenches, etc but cannot get some valves to move. The valve says 'Simplex Calibratin' Any suggestions? Thanks

In order to free that valve
you'd have to drain the system- which you probably don't want to do this time of year.
Consider the installation of Thermostatic Radiator Valves. These replace the old shutoffs and only let hot water in when the room cools below the set temperature.
