What
Kind of pipe?Any access at all?If it's copper you can use a pipe-n-hot to thaw it but you need to be able to connect it at a couple points.Their are other ways...

Now you know
What we know ... NEVER put pipes in a outside wall..
Try using the wifes hair dryer. Put it in the basemant under the pipes and try and shoot it up the wall. Its less dangerous then a heat gun and make take a while but sometimes it works.
Either that or your opening the wall.

frozen
Cut the wall open, chances are if copper it already split, and insulate to prevent this in the future. You will need to do this to repair the pipe any way.
Been there done that.
