hot water circulation

I'm not a contractor, just a handy homeowner who needs help. I have a gas, hot water system in a 4 story brownstone. 3rd floor has 2 digital thermostats, going down to 2 TACO circ pumps on 1 boiler with 2 "zones", 1 for the front of house, other for the back. (Yeah, I bought it this way!) I just replaced a rusted out 12lb expansion tank that let air into system, but now one pump seems to be running but I get no circulation. Systems bleeds OK, but I wonder if thats because of street pressure pumping through system.
Can the pump just be bad now? It's hard to tell and everything worked fine until I changed the tank.
HELP! My wife's is on the edge here!
