Radiator air vent choir

I just moved into a new apartment in Brooklyn with steam radiators for heating. The air vents on each heater spend pretty much all of their time whistling out plenty of air(while the heat is on). I've never been in this situation before, and am wondering if its even a serious problem. I did some research on the vents and found that whistling may indicate a very dirty piping system, and that the purpose of the vents is to release air "AND OTHER GASSES" from the system. I'm a little conserned at the sound of that, but I don't know that they're not just doing their jobs. The building is pretty old and I am up on the 5th(top) floor. There's also an only 8 month old boiler down there. Any advice would be appreciated.

If you can hear the vents venting
you don't have enough vent capacity. But the missing capacity is probably on the steam mains and risers, not the radiators themselves.
There are plenty of steam men in NYC who can solve that problem. Have your manager access the "Find a Contractor" page of this site to locate one.
