Problem with a steam boiler need help

We recently installed a steam boiler in a 2 storey house and the owner of the apartment house states that the boiler short cycles and the water level rises and falls rapidly in the site glass, it has an electronic water level control, that refills when the low water cutoff is activated, the steam pressure limit control is set at 1/2 # the temperature here has been on the warm side 40 to 50 degrees and the system has only one stat in one of the apts. the apts are at set point, do we have a problem cycles are at apprx. every minute. thanks for any help with this. John

short cycling
have you put your meter on the low water cut off contacts to see if when the level is bouncing that the contacts are opening and closing. My guess is you need to skim off boiler. Probably oil and contaminents causing bouncing.0
