surging on sight glass

in THE MAIN WALL
hiya guys hope that you are all well,please would you be so kind to help me with the following,on a steam boiler what would cause the water inside the sight gauge to surge,the only things i could think of are the following,the coil is letting by,slow return,boiler requires skimming,would you be so kind to tell me what are the reasons for the water within the gauge to fluctuate,

    sounds like boiler needs cleaning (skimming) Did anyone put some cleaner in system? or is it a new install? Drain & skim and then skim some more. As they say clean water clean steam Hope this helps
