Valve flange

Hello,
I found a warped flange inside the coupling of a radiator valve leading to a one pipe, steam radiator I have had trouble heating in my new home. It looks as though someone, at one point, tried to seal this flange with putty on the inside. This radiator is on the secound floor of my home. Would this condition stop steam from reaching this radiator?
It also apears that putty was used to block a leak on the upper part of this radiator. Can, or should steam radiators be pressure tested?
We have owned this house since June of 2002 and are trying to get our one pipe steam system to balance. Thank you for reading this, Paul
