Commercial Heating Plants?

in THE MAIN WALL
We have a fairly low temperature propane fired boiler we use to produce steam for heating many buildings on an Air Force Base. For the last four years, we have outsourced the operation and maintenance of this facility and plan to continue doing so.

My question, does anyone outside of a government body do this or is it unique (i.e. if a commercial company does own one, they run it themselves).
