Unsolvable puzzle

I want to restart this post under a new light.
The focus on the draft started when each morning I would have to go in the basement and hit the reset button.
All specs seemed to be in order except the draft.
I contacted Carlin and buderus and was told, that since it had no refractory it was a cold start and that the shutter was set at "4" causing alot of air to go around the shutter
that my flame was going out or not starting.
I was told to reduce the draft and change the air band setting to "3".
I re did all what I was told and the problem is still there.
With my most recent readings (with no barometric)
#1 draft to the right of 0 at "02" unless a brisk wind happens. At the Breech it is a to the left of 0 ".10"
#2 Co2 is a wopping 14!!!!!!!
#3 stack dropped from gross 400 prior to changes to gross 360
#4 smoke is 0
#5 the air band was opened more even though the co2 increased
#6 The air shutter was moved in closer from a 4 to 3

Is there
by any chance a clean out door on the chimney? Near the bottom and I have seen cases where the door is outside.
I was once contracted to remove a 5 year old Buderus 215 that had chronic burner problems. We discovered that outside there was a clean out door that had rotted and fallen off.
I pointed it out to the customer but she had had enough and wanted a perfectly good boiler OUT.
We of course patched the opening before we fired up the new Burnham.
Just a thought>

Mark, which cad cell control are you using?
if a 62***** was the red w/white wired to power at all times? this has been a problem which Carlin said will only do away with pre purge but I find it can also cause lock-outs. Also your unit being a cold start and with a 15 sec. control sometimes the flame can't stabilize which can cause lock out and then latch up, I have done a few just like yours and find a 30 sec. control will solve it.Not just with Carlin burners but Beckett also,funny thing Reillo can do it with 5 sec control,anyway Hope this helps0 -

Chimney caps with wind deferers have worked well for me in the past.0 -
Liner??
Mark, have you installed a SS liner in the flue? Highly recommended if you haven't.
