and you want to use it for heating, would you use a pressure reducing valve and low pressure controls to control it, or is there another way? I think he has steam from a pressure washing system, and is going to waste the condensate from the steel fin tube.

How about a flash tank
drop the pressure on the condensate and you get steam again!
