what is the difference between steam and hot water angle radiator valves? i have been told that you can use steam valves on hot water systems but not water on steam. is this right?

Hot water valves are not a complete shut-off valve, there mainly for balancing, even when turned off they will let a slight flow through them via a small hole drilled either through washer or butterfly.
Steam valves are simliar to globe valves with a large washer which you can have a possitive shut down
Yes, you should not use hot water valves on steam systems because they will not operate properly
Be careful as i have seen steam valves that they drill a hole through and use as hot water valves, N/G for steam. they will not shut off.
