Saw something Weird

Went to relight pilots after gas off by Street Dept. Big house. Pretty big steam boiler. Didn't note input. Anyway, it had a Taco zone valve installed below the flush valve on the LWCO. From there, it was piped to a drain. ZV was wired to a one of those cheap adjustable solid state delay relays and from there to a control panel on the wall. Anybody seen a set-up like that? I assume it's a way to automatically flush the control. Must be on some type of timer. The flush-valve handwheel appears still intact. Appears to me even if the ZV opens, somebody's hand would still need to turn the valve. I just haven't seen such an arrangement before and got me to wondering. I do that a lot.
