I believe that is the cleanout cover on this beast. Behind it you'll find spiral baffles in tubes .When you get it off , make it look much better by putting kaowool rope as a gasket around the rim . Furnace cement is nasty looking hanging out like it is .Chris.0 -

To be the poor bugger that takes the lid off that junction box. Probably come out at you like a snake.

That Cover
does access the cleanout. Back it with a one inch piece of K O Wool board the size of the panel. This seals it as well as insulates it and that is what was originally on it. These are very efficient, the only decent New Yorker in my opinion. From the burn marks it looks like this one gets let go often. Is that a Sloan Burner, I have only seen one and I call it an imitation Riello.
