Safety factor pressure on F & T

If I have 2 ft of pipe above my F&T do I have to size my F & T based on the 1/4 lb dif. safety factor when using a modulating steam valve ? The difference in F&T size is considerable. 5psi, 500,000 btuh. I'm going to use a vacuum breaker, and a safety factor of 2. Bill
