Purge
When they are new, they need to have the contents purged. This is putting a small amount of propane in the tank, and safely removing it as a vapor, and repeated twice more. What is in the tank after is considered propane, and the tank can be filled and used.
I don't know if the current procedure is exactly that, but twenty years ago, that's how it was done. The company that fills it needs to be told that it has never been filled before you start.

re Purge
Today a brand new propane tank is purged by attaching it to a vacumn pump and pulling the tank into a vacumn. Any moisture will have boiled off and propane is then added.
