radiant from steam boiler

I need to feed two zones of radiant under hardwood with a max temp of 110* My first thought is to use a buffer tank, with the buffer tank set up as a boiler so to speak and run it at a higher temp than required and use a three way mix valve. It seems this could get costly and operating on this old boiler for taps may open other problems. Is a water heater maybe the best option? total heating load is 13,700 BTU's. Any input would be most helpfull. thanks
