Heat Exchanger

I am putting an in-slab radiant heating system in a small, 320 sq ft rental apartment. I was going to use the domestic hot water heater with a braised plate heat exchanger supplying the btu's. My district plumbing inspector (a former hydronic heat contractor) said I have to use a "double wall heat exchanger vented to the atmosphere."
That is not what I had already purchased, unfortunately. . . Any advice on a good manufacturer of such a heat exchanger?
My other option is just to dedicate a second small hot water heater to the job, which might be cheaper and easier. Any comments on that approach. By the way, it seldom gets below 40 degrees here.

Whatever unit you go with, it'll require considerably higher water temperatures on your plant side as the atmospherically vented air gap kicks the pants out of heat transfer - meaning either higher temps or more surface area or both...me thinks you'll be putting in a small gas fired heating plant...
