NY Fuel Oil Sales Tax Increased?

Just got a delivery at home, for #2 fuel oil. Noticed that the usual 1% NY fuel sales tax had jumped to 2 1/2 %. Is that something new or did my oil guy not use his calculator correctly?

If the sales tax went up, why?

Did I just walk into the middle of a movie and ask, "Who's that?"
