Infloor Radiant Heat

Please help with advice on what type of system I would need to achieve the following as well as what kind of contractor(s) would be necessary for the following situation. My local HVAC contractors have VERY limited experience with complex boiler design and seem to not be very interested or do not have proper licensure in setting up a HS Tarm dual fuel boiler. Please advise of viable options.
New construction home with plans to install Infloor radiant heat in the subfloor of approx 5000 sq ft home- first floor only which is approx 3000 sq ft. Also plan to utilize single heat source to supply domestic hot water, hydronic forced air heat for second story, as well as heat exchangers for exterior hottub and pool. Climate is moderate in the southeast and air conditioning to be used for cooling.
I would also appreciate any info on experience with the Thermafloor concrete/gypsum substrate over the PEX tubing for the Infloor.
