What is the age of the building ? I assume it's a gov. structure . Is the deteriorated insulation ASBESTOS? If it is something caused it to breakdown and you may have a contamination/abatement issue. If not asbestos, before entombing those pipes in foam ,which by the way would insulate them on that floor , I would make sure that there are no age and corrosion issues with the pipes themselves . once foamed in you'll play heck trying to get at them for future service. My first choice would be to open the chase and reinsulate with a Armaflex or equivalent

condensation on cold water pipes(sweating)
We have leakage coming from a pipe chase containing two(2) cold water pipes. The insulation has deteriorated and the conclusion is that the leakage is due to condensation on the 6-8 inch pipes. This is in a 19 story building and the leaks occur on the 11th floor.
Does this sound reasonable?
Re-insulating is too expensive and we are considering blown in foam insulation.
