Is there a rule of thumb for the maximum btu output through hardwood floors (slab with sleepers over frame floor),or is the max output drastically different from one type of hardwood to another?

RFH and hardwood
If you look around there are many general guidelines for using hardwood over radiant.
MOST sources will limit the output to around 20BTUH per sq.ft., a surface tremperature in the 78 to 80 deg F area.
You can check the standards area of the RPA website as well as the Hardwood Council site.
Some form of slipsheet should be used between the hardwood and the subfloor - we use 6mil plastic sheeting.

Constant flow with reset are also wise design choices.
