Combustion air for Burnham boiler

I am remodeling an 1892 Home with Burnham boiler and am hoping to get some clarification about combustion air rules per IFGC 304.6.2, which requires: One permanent opening, commencing within 12 inches (305 mm) of the top of the enclosure.

I've been looking at the Hoyme HMI- Motorized Fresh Air Damper for Combustion, and it looks to be a cost effective way to interlock the damper with the boiler.

Hoyme's installation drawing (attached) where the damper sits two feet horizontally and one foot above the boiler intake seems like a great solution for reducing cold air flow in the boiler room.

Can anyone help me sort whether this installation has actual advantage AND if it is approved alternative.

Thanks in advance
