Wayne Burner Air adjustment problem

Servicing an oil, Wayne MSR burner on a Bock hot water heater. apparently the last tech pulled the inner and outer air bands and reassembled them incorrectly. when I try to reduce the air intake, one slot closes while the other opens, basically not changing the O2 in the analyzer at all. I downloaded the manual but don't see any information about the proper configuration of the two bands.

I'm going to call Wayne tomorrow but thought I would check in with the brain trust first.
