Can steam make it past the float in a flooded trap? Im a rookie.

An F&T trap should pass water (condensate) and air and close when it senses steam. But traps are not 100%. You usually get some flash steam dribbling by

Like if the thermostatic valve is stuck open ? I would say it may depend on the F&T trap design and how flooded it actually is. Depending on why and if it is excessively flooded the steam may have no where to go.
