Freezing Radiators
I have a client that manages several subsidized housing units. They have a problem with tenants closing their hot water radiator valves (Danfoss type with operator) and opening windows. The radiators freeze, burst and damage the building. The client is looking at three way rad valves with a bypass so there is at least a hot pipe within the rad at all times. Has anyone encountered such a problem and corrected it at the rad? The buildings are in the North, so extreme winter temperatures.

some valves have a tiny bypass port in them. you could possibly drill your own.

Danfoss TRVs have a freeze protection setting at the low end of the dial, noted by *. I believe this is standard across most if not all manufacturers.
Are tenants tampering with the "lock shield" balancing valves at the other end of the radiators, if they exist?
Does this system have continuous water circulation in cold weather?—
