Oil Tank, sealing existing pipe penetrations, fill and vent.
Got a new when installed, by me, Granby 275. Works fine, but over the years an oil film has developed around the vent pipe and to a lesser degree around the fill pipe, where they thread into the tank.
At install time applied "pipe dope" , suitable for oil on the pipe threads and tightened as much as seemed sufficient. Perhaps not.
It will be quite a task to tear it apart to reseal, with no certainly of success.
So, what can I apply externally, that won't look like a classic "homeowner podge up" to seal?

No. Just "dry/wet" around the fill and vent penetrations. Obviously oil, but does not drip or puddle anywhere. Just an annoyance and visually unappealing.

A common occurrence. You will need to decide how much of a bother it is for you to look at it every day and decide wether or not to take it out and re-do the joints at the tank.
I like your comment about cleaning it. I never cleaned mine.

I hate to say that the seepage is normal but it is probably seen in many houses with an inside tank
