Massachusetts reportable spill amount

Not my project but I was told a story about an overfilled tank the other day resulting in a spill. I asked how much and was told 8 gallons. I said I think that's qualifies as a reportable amount. Now I've been out of the industry for a while now and might be miss remembering.

Thanks

In MA the reportable quantity (RQ) for heating oil is 10-gallons. If it enters or causes a sheen on a surface water it's reportable regardless of quantity.
