Thoughts on venting
Hi everyone. We have a 1916 house with a steam heat system that (I think) began life as a Trane Vapor system. Our first floor is nice and toasty, but our second floor gets pretty chilly during the Wisconsin winter. The radiators on this floor are not uniformly warm - they cool about halfway down their length. I am wondering whether this might be symptomatic of insufficient venting in our system. If so, I am curious what the experts in this community would recommend to increase the capacity of this system to vent. I'll pass this advice along to our HVAC folks (steam heat systems are rare in our small town, so I suspect they'd appreciate your wisdom). Thank you!
I append a few pictures of our boiler room setup in case they're useful.

Those Hoffman #4A vents are almost certainly too small. I'd replace them with Gorton #2 vents. Are those the only two vents in the system?
