Boiler feed pump tank

Hi All, Had a brain cramp today after spending the better part of the day cleaning the float valve and flushing the tank in a Hoffman boiler feed pump. Why can't we cut an access in the top of the tank and then weld a flange on so we can screw it back on with a gasket then we can clean all the gunk out. It's all open to the atmosphere so there's no pressure. Tell me why it won't work?

After you make that expensive repair and you still have the same problem, What will you check next?
