I think the thermostat C&R wires to C and W-1 on the boiler board.
Is outdoor reset connected? It may be too warm to allow it to fire.

Looks like your wiring is incomplete. Nothing is connected to the 'C' terminal (at the Red arrow).
From the manual.
I suspect if the Orange arrow is the thermostat cable (Red, Black and White wires), you need a wire connecting the low side of the 24 VAC (Thermostat cable Black wire) at the Right hand circuit of the 24 VAC terminals at the Yellow arrow to the C terminal of the TH22 unit at the Red Arrow (other picture above).
In the picture below the Blue line is representing the wire I believe is missing.

Additionally, It looks like the 24 VAC thermostat control wiring installed by the installer can be inserted and secured into the terminal strip on the bottom side (Red arrows). Not all jammed into the top of the terminal strip. Yellow arrows are an example of using both the top and the bottom connections of the terminal strip. The screws are connected vertically inside the terminal strip, in this example.

It seems the TH22 may have the 24 VAC power connected to it and to trigger the boiler they may switch the Low side (C to W1) of the 24 VAC instead of the typical Hot side R or Rh to W contact closure.
The manual is kind of vague and apparently does not show the use of that type of thermostat you have, the thermostat type that requires power.
The jumper from R th Rh in the thermostat would be removed first.
I suppose the other way this could go is; using your wire colors is Rh on the thermostat goes to C on the TH22, Red wire. W on the thermostat goes to W1on the TH22 using the White wire. That leaves the Black wire to provide power to the thermostat from the terminal strip at the bottom of the cabinet.
If the C on the TH22 is actually the common or Low side 24 VAC terminal the black wire would go to the Hot or High side of the 24 VAC at the bottom of the unit's cabinet.
