Moving oil tanks from basement to ground level

Hi so I have 2 225 gallon tanks located in my basement that are set up as a single line bottom fed system. I'm looking to move them outside to the to ground level so I can finish my basement but the oil burner will stay in the basement. I already am set up for the pad to be poured but just wondering how to properly pipe up the line from the tanks to the boiler. Should I switch to a top draw? What safety valve do I need? What anti siphon should I use and where does it need to be installed I have a lots of plumbing and refrigeration experience but not much when it comes to oil.

    Here outdoor tanks are required to be rustproof and double-wall, you wouldn't be able to take a regular tank from the basement and put it outside.

    Why don’t you pour the pad, physically move the oil tanks yourself, and have a competent professional come out and pipe up the tanks to code. This way they are installed properly, they are safe, can you remove the liability from yourself if something goes wrong.

    if you are in America, and the tanks are rated for outside, 12 gauge, you are fine to move them.

    They are rated for outdoor use I usually tend to all my own work since I'm a bit of a perfectionist and also would like to learn more about how it all works. I'm have seen a lot of conflicting information
