rinnai e110crn help

Had a problem with the unit starting up after a power failure the last few years. When the power is restored the unit just keeps making cycling noises and it begins to leak after some time. I found that if after power is restored and the heater is calling for heat by either faucet running or home heating, the unit will just make slight noises and will never start to heat the water or the house. I always managed to get it going but never knew what I did.
After years of troubleshooting I found that if all heat is off when power is restored, the unit would make those cycling noises for about 20-30 minutes then would stop. Then normal heating would work.
Hope someone has ideas

any time power is lost, then restored the unit has a 17 minute de-aeration cycle, pump is on/off randomally and the actuator moves back and forth. Maybe yours is taking longer, make sure it has Atleast 18psi of pressure, P18.

as long as there is no call for heat, this sounds like what it does. But if there is a call for heat, the unit never stops the cycling and the heat never goes back on. Not a good thing when on vacation.
Somthing I can check myself?
