Laws regarding turning heat on or off in Condo complex

I live in a condo complex in Lombard Illinois, a western suburb of Chicago. Our heat is hot water baseboard. We are on the first floor and the the pipes are under our floor which technically makes our floors heated. This is fine in the winter and other cooler months. Our thermostat has no effect on the temperature so it's never really turned up past 60 degrees and the condo stills remains about 72. Although often times it gets too warm and we must crack open windows. The heat is generally turned on mid to late October. It is now the end of April and the heat is still on even though temperatures are ranging from 60-82 degrees and night time lows not dropping below 40. Our floors continue to be heated and hot in some areas. It's extremely hard to cool the condo down with heat continually radiating from the floor. One bathroom is like a sauna. I was told by management that by law the heat cannot be turned off until May 15. I am trying to find a law that relates to this. Can someone please help me out.

    You would really need to speak to your local authorities. This is not a heating question per se, rather a legal question. You're heating system obviously has issues, but realistically speaking, unless management is willing to invest some money, there's probably not much that you can do about it.

    Are you sure the thermostat for your zone(s) is actually shutting it off, are you sure it is working properly?

    Heating season laws vary by state but here is what we must follow in NY. I guess your place probably doesn't have individual temp controls so the property owner just sets it and forgets it in order to comply with the "law". You're hot but there is ALWAYS someone that complains that they are cold and that's the one that gets the landlord/property owner in trouble.
