Clean Heat Credit

Can someone explain what it is? Applies to natural gas, oil , and propane.
What is it's goal, other than to get everyone on a heat pump.
All must comply in MA, VT had something similair and it was cancelled.

From what i hear it is a go. Also, "retroactive" has been tossed around.
Little to no push back on this.
Everyone must install heat pumps with flammable refridgerants and that is just fine.
