in Oil Heating
The supply pipe on this boiler looks sooty. Is it possible that the exhaust is backing up all the way through the boiler? Atmospheric ventilation. The excess air is high (34%). Thanks!

I would check the chimney , pull the vent pipe away from the wall and check the chimney base. The base of the chimney could be plugged .
I would also look for exhaust fans . An exhaust fan ,without make up air would drop the pressure in a closed building . Pull down from the chimney …
Also have the boiler flue passage and the combustion checked ..
