Just touching Base, I am currently working on old (1968) Envirex

Sludge Heater. Oil fired side, Giving Problems. Have called in an Engineering Firm.

Was this the right call?

What is this heater used for, what does it heat? Add a few pictures of the heater and the oil burner.Does it also burn sewer gas and/or nat gas?

Is Rexnord still their parent company?

If you can no longer obtain rebuild parts for the burner you need a new one. I hope the company you hired does this kind of work for sewage treatment systems. If the fuel has water in it, it will give you fits.

What brand and type of fuel filtration do you have and at what micron scale is the fuel filtered?

This burner is for a County sewage plant. The Exchanger consists of a smaller, hydronic loop

that warms sludge ( nice name for waste).

That is an old anaerobic sewage treatment plant. Do they capture and burn the Poop gas, (methane) and fire #2 fuel oil as a back-up? I used to work on the one in Ebensburg, Pa. After a while, you will get used to the smell.
