Sounds like it may be starving for fuel. Keep in mind that I have not touched a Webster oil burner in at least ten years.

I think it is also, they have an underground oil tank.

Are you able to lock the burner in low fire (sometimes called low fire hold)? If so, does the flame remain stable on low fire?
It might be time to check the vacuum on the pump inlet. An unsteady gauge might indicate a suction leak. Others that still work on oil burners regularly will hopefully chime in.

Agree with @ScottSecor put vac & pressure gauges on they should be steady. Do a combustion test. Establish low fire and smooth ignition. When you get that to work then move to high fire. Is this full modulation or just a two-stage burner? Websters are good burners.

What is the operating vacuum on high fire? Most likely too high.

Is there oil in the tank? Suction leak? Slipping pump coupling?
